Baltimore. New Year's Eve. A talented but troubled police officer is recruited by the FBI's chief investigator to help profile and track down a disturbed individual terrorizing the city.
 
This movie has a great opening premise, but unfortunately it can't sustain the high level that was reached at the beginning and becomes less engaging all the way to its below par ending.  
 
FUN FACT:  The 'XM21' was the designation for what became the M21 sniper rifle which was used by the US military until 1988. The weapon itself was later upgraded to the M25 sniper rifle and saw service with the 10th Special Forces Group and Navy Seals.
