A former Special Operations Vietnam vet works as a Chicago cop, and uncovers C.I.A. wrongdoing.
 
This is Segal's feature film debut and his acting actually outshines everyone in this film, so that in itself should say more than enough for you.  Drama aside, there isn't a ton of action in this movie, which is disappointing, but I'm sure it had to do with this being his first movie and trying to find his niche.
 
FUN FACT:  The pictures in the opening credits, including the one of baby Nico, are real pictures of Steven Seagal in his youth.
